Inexcusable



“Inexcusable” means “that which cannot be justified”. I take this to mean a lengthy delay that is unreasonable in all the circumstances of the case ... “inexcusable delay”, contrasted with “contumelious delay”, need not connote disdain for due process or the interests of the other parties to the case. It need not be “insolent, abusive, spiteful or humiliating”.
